COMMUNICATION FROM THE PRESIDENT OF THE UNITED STATES TRANSMITTING SUPPLEMENTAL ESTIMATE OF APPROPRIATION FOR THE FISCAL YEAR ENDING JUNE 30, 1927, FOR THE DEPARTMENT OF INTERIOR, BUREAU OF INDIAN AFFAIRS, AMOUNTING TO $28,000, FORM THE TRIBAL FUNDS OF THE NAVAJO INDIANS

Sir: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the fiscal year ending June 30, 1927, for the Department of Interior, Bureau of Indian Affairs, amounting to $28,000, from the tribal funds of the Navajo Indians.

The details of the estimate, the necessity therefor, and the reason for its submission at this time, are set forth in the letter of the Director of the Bureau of Budget transmitted herewith, with whose comments and observations thereon I concur.

Sir.: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation for the Department of the Interior, Bureau of Indian Affairs, for the fiscal year ending June 30, 1927, to remain available until June 30, 1928, amounting to $28,000 from tribal funds of the Navajo Indians, as follows:

Water Supply, Northern Navajo Jurisdiction, New Mexico (tribal funds): For improvement of the water supply including construction of the deep well for the Northern Navajo School and Agency, Shiprock, N. Mex., $28,000, from the tribal funds to the credit of the Indians of the Northern Navajo jurisdiction, to remain available until June 30, 1928.

The purpose of the estimate is to provide an appropriation of $28,000 from the tribal funds of the Navajo Indians for the development of an adequate water supply for school and agency purposes at Shiprock, N. Mex. A council of the head men of the Navajo Tribe which met on January 31, 1927, has urged that this be done. The region is arid and there has been great difficulty in obtaining potable water, It has recently been demonstrated in the oil drilling operations in that section of that country that an ample water supply could probably be obtained for this school and agency by drilling a deep well there.

The foregoing estimate is required to meet a contingency which arose since the transmission of the Budget for 1928. I recommend the transmission of the estimate to Congress.
